Lighter's public devnet offers exchange-state access

ETH Daily reports an EVM-equivalent Lighter devnet powered by OpenVM, with synchronous access to Lighter Core accounts, balances, positions, orders and market data. It is a development environment; the post does not establish production readiness for new applications.
