Ethereum specifications separate builder and validator deposits

A merged Gloas change routes pending deposits by withdrawal credentials, including when keys overlap.

Ethereum contributors merged a change to the consensus specifications on October 26 that separates pending builder and validator deposits at the Gloas fork using withdrawal credentials. The change addresses cases where a builder and validator share a public key and adds regression tests for deposit routing and ordering.

The merged specification keeps validator deposits in the validator queue in that overlap case; valid builder deposits can register or top up a builder. The pull request also describes handling invalid builder deposits, illustrating why the transition requires careful client implementation and testing.

A merged specification is not evidence that the change is active on Ethereum mainnet. Operators and integrators should track client releases and the upgrade schedule rather than treat the repository merge as a completed network upgrade.
