HTX’s UK exit puts cross-border promotion rules in focus
The FCA reports a settlement and High Court undertakings with Huobi Global, while expressly stating that the settlement admits no wrongdoing.

The UK Financial Conduct Authority says it secured High Court undertakings concerning HTX’s financial promotions and reached a settlement with Huobi Global S.A. The regulator reports that HTX is no longer active in the UK: consumers cannot make deposits and new UK users cannot register.
The undertakings cover knowingly communicating unlawful financial promotions directly or indirectly, including through websites, applications and social platforms. The settlement terms are confidential, and the FCA explicitly states that the agreement is not an admission of liability or wrongdoing by Huobi Global or others.
For internationally oriented builders in Panama and across LATAM, the practical issue is where a service markets and reaches users, alongside where its operator is incorporated. Teams can review distribution channels and market access before launch without treating this settlement as a blanket ruling on every overseas business. Existing UK customers should consult HTX’s own instructions for residual assets.
