Meritz and Optimism put tokenized securities into an exploratory agreement
The Korean firm's memorandum concerns possible issuance, settlement and distribution, with regulatory fit still central.

Meritz Securities and the Optimism Foundation announced a memorandum of understanding on October 21. They will examine tokenized asset issuance, settlement and distribution using OP Stack networks, including OP Mainnet. The announcement describes exploration within applicable law and licensing, rather than a newly launched securities service.
For capital-market operators, the interesting question is which responsibilities a broker keeps when an open network becomes part of the transaction flow. Asset eligibility, investor records and customer support still need clear owners even when settlement software is shared.
Our analysis for LATAM teams: start with a responsibility map before choosing a token standard. Identify who verifies the underlying asset, handles a disputed transfer and reconciles the legal register with technical records. A memorandum can create space to investigate these questions; it does not answer them by itself.
Panama projects can use this as a model for a bounded feasibility exercise with explicit exit criteria. Evidence of success would include workable operating procedures and a legally coherent distribution route. The announcement supplies neither an issuance volume nor proof that customers can already buy the proposed products.
