Panama’s fintech reminder: map the business before launching

Finhub offers a route to regulatory orientation, with clear limits on what that guidance means.

Panama’s banking superintendency urged fintech teams to identify their regulatory framework before launching, pointing to Finhub Panamá. The official hub describes free, confidential guidance and explicitly says it does not grant licenses, operate a regulatory sandbox or issue binding legal opinions. Its scope is explained at https://finhub.ccf.gob.pa/.

For builders, the practical preparation is a clear description of the business rather than a list of technologies. Who is the customer? Who holds funds? Who can authorize a transfer? What happens when a payment fails? A diagram of those responsibilities is likely to make a regulatory conversation more useful than describing a service only as a wallet or an agent.

Our takeaway is to treat orientation as an input to product planning, not a launch approval. Teams can prepare a concrete model and identify which unresolved questions affect custody, customer promises and operating partners. This is a report on the regulator’s invitation, not a determination that any particular crypto business requires or qualifies for a license. The right next step depends on the actual activities being proposed.
