Paraguay’s central bank announced that it had begun resolution proceedings for Ueno bank following a November 2 board decision. The regulator says accounting adjustments left its solvency ratio below half the required minimum. It describes the measure as specific to this institution rather than a generalized banking-system condition.

The central bank states that deposit protection applies per depositor and per institution, not separately to each account. The published guarantee is 75 minimum monthly salaries, equivalent at the announcement date to ₲228,300,000. It says legal mechanisms will seek the greatest possible protection for balances above that limit.

For regional fintech teams, the practical lesson is to make custody, the identity of the deposit-taking institution and protection limits understandable before a disruption. That is an editorial implication of the case, not a claim that the same guarantee applies in Panama or to stablecoin holdings.
